Plus One ADU Program
The Plus One ADU Program offers low- or no-interest loans, construction grants, and technical support to help you build, convert, or legalize an ADU.
Funded by New York State Homes and Community Renewal and administered by HPD and partner organizations, the program serves eligible homeowners who meet specifications with:
- Additional construction loan financing through HPD.
- Loan terms of up to 15 years, with potential extensions to 30 years.
- Interest rates as low as 0% for eligible borrowers.
- Preference for owner-occupants earning up to 120% of Area Median Income (AMI), with eligibility extending to 165% AMI.
- Forgivable loan options tied to rent restrictions and capped annual rent increases, depending on load structure.
- Monthly payment safeguards ensure homeowners retain at least $200 in monthly cash flow after debts.
While the original application for the pilot program closed in 2024, you should sign up for future updates related to ADU initiatives throughout NYC.
